If the server command line displays a “connection refused” error (an example is below), then in most cases this is due to an incomplete server start/restart. To solve the problem, it is enough to wait another 5-7 minutes until the server start/restart is completed.
waiting for rcon connection… dial tcp 127.0.0.1:27020: connect: connection refused
